Cyberpunk is very nearly an excellent game. When the bugs are fixed, and they will be, it will be quite close.
Bit there is still something missing from the overall narrative. It’s too much like the Division in that sense. Get phone call or text message, go here, clear out baddies, rinse and repeat. It’s MMO like. The Witcher had side quests that were narratives in and of themselves, and they fit the pace of the story Geralt was in, because he had to go around helping people to get information. But the way this game populates the map with uncounted clear-out activities that have no narrative value makes it feel like busy work more in the mold of The Division, Far Cry or Assassins Creed.
The game is very, very fun and again, once it's fixed, it's gonna be a graphical and technical marvel (at least on newer consoles and hardware).
But they did not make a game that was a narrative masterpiece like the Witcher. Instead they made a single player MMO style loot grinder with, so far, very limited story intrigue. Of course I am not done the story yet, but I'm in Act 2, and apparently the main story is only three acts so I'm probably at least halfway. I cannot imagine the quality and impact of the story makes any kind of complete change from here.
