It's both. Due to COVID they'd need to be purchasing like twice the number of hotel nights for an extra 12 nights before and after the tournament in accommodation, as well as a solid 5 to 10 COVID tests per foreign ref. Probably half a million dollars USD.

Alternatively... Edmonton and the WHL have a bunch of guys you could use for free.

Its nowhere near that. And i highly doubt the canadian refs are not "in the bubble".

Even at 200 per night for a hotel thats like 6000 per ref.

Covid tests cost money. More testing costs more money, it’s cheaping out.

More people and more travel means more risk, testing or not. The tournament was pretty dicey as it was with several teams having small outbreaks before the tournament.
