That's sort of the plan with this approach, you have a heavy top-6 and you try to get "enough" out of your bottom-6 at cheap tickets. It's not perfect, but the top-6 is the go to for winning games, if we're being honest, so you lean on them.
The Oilers have also done a decent job dumpster diving over the past few years. Just have run into trouble with the middle class of players making $3-5M.

Totally, and it's why you just steer away from them, lean on the "stars" and hope you have kids come along to be cheap and effective as well.
As far as roster planning goes, I think it makes a lot of sense to just avoid the middle class of player in UFA. They don't often exceed expectations, but are at high risk of falling backwards. If we're loaded in the top 6 and stable on D, we can survive with cheap bottom 6 players and keep our powder dry until the deadline.
Oilers in a serious need for a third fiddle. Pitts added Phil Kessel and won another 2 cups. Washington added Kuznetsov and won a cup. LA added Jeff Carter and Mike Richards to Kopitar and won 2 cups. Hossa to Chicago to help out Kane and Toews and won 3 cups

Pitts had Murray (who was elite during his time there especially during the b2b cup wins) GAA 2.18/.921 save%, Washington had Holtby with GAA 2.13/926 save %, LA had Quick GAA 2.31/.921 save % , Chicago had Crawford GAA 2.38/.918 save %.
The Oilers can add all of those players you listed, but as long as Skinner/Pickard are in net here, it won't matter. I have no confidence in our tandem taking us deep into the playoffs this season.
Team desperately needs to acquire a better goalie during the off season. Absolutely criminal that the management decided to spend another upcoming playoffs of McDrai in their primes with all hopes of the winning the Stanley cup resting on Stuart Skinner.
A Stuart Skinner that has a GAA 2.83 and save % of a terrible .894 in net career playoffs wise. Yuck.

Oilers almost finished with the Milan Lucic fiasco. James Neal's buyout finally off the books in a month. So, we'll acquire nearly an extra 2 mill for cap. Unfortunately, we still have the Campbell stain for another 3 years, and it goes up another 1 million this year. Of course, there could be more buyouts coming this off season.

Guess we'd have to turf Janmark and Emberson too? Idk, it's a lot of turnover for 1 guy especially when we had quite a volatile summer last year. I've wanted Marner, but idk if it's realistic.
If we did get him, I think I play Marner with Drai. Sure, McMarner connected for the 4N winner, but before that they didn't look like a good fit too often. I think him and Drai are a near perfect match. And I run Nuge at 3C. Go out and see if Taylor Hall will come home for a cup run for a million bucks.

Meh, I don't think Buchnevich or even Rantanen for this season would save us in the playoffs from a weak deflating stinker as a result of Skinner's goaltending. All the hopes and dreams really depends on Skinner. If he plays hot, then we're good. If he plays cold, we're f***ed. There's no consistency with this guy which is the most frustrating part. It's like playing Russian Roulette with Skinner holding the gun to your head.

Yup, our entire hopes rely on the most inconsistent player on the team, in Skinner. We could add Crosby, MacKinnon and Rantanen as forwards on this team, and it still doesn't help if Skinner has a .750 save% game

Honestly I just don't think we should be going after middle class players unless they're willing to take a huge discount like RNH. Vegas is a recent Cup Winner that has a similar salary structure where they back up the brinks truck for a small handful of impact players and then get a bunch of ELC/reclamation project guys/vets willing to play for <2 mil. The reality is that by having McDavid and Draisaitl we're pretty much always going to be top heavy and the Nurse contract makes things even harder.
You could also theoretically run this

For example. I think Marner could help Savoie a lot and drive offense from his own line.
And yeah you'd have to get rid of Janmark probably too.

I dunno, I feel like I've heard this refrain before (late-Chia, early-Holland) and it didn't end well. I also note Savoie (I'm a fan but entirely unproven) in your top-6, so it's not even a foregone conclusion that it will eviscerate competition like we'd "hope" (ie betting the farm on).
I don't see us winning until we have functioning (ie outscoring against mid-high competition) third-line depth.
My personal take is that we were on the right track this year, but just made the wrong bets (Henrique, Arvidsson, Skinner) and had dead cap (Kane)... or guys that haven't even played (Frederic, also Skinner).
I'm not running that back either, but even if I found $12M in cap, I just don't think this team can afford to invest it all in one place,... not as currently constructed and with absolutely ZERO for NHL-developing depth in the AHL.
If I were to invest in a super high-end forward, it would be much smarter to build a solid foundation of depth in the summer first and save $2-3M in actual cap dollars for that $8-10M at next year's deadline... your cap purchasing power multiplies by 4X at the TDL and you'd have an actual 3rd line (unless you screw up your summer adds again)
If the Oilers keep Kane and Henrique and extend Frederic to 4M, and only move Arvid, they have just over 3M. That's enough to squeeze in Gibson. The big add would have to wait until deadline
