It's pretty clear that if either or both had broken out immediately, we wouldn't have had the cap space to sign them unless we moved other people out.Coaches don’t participate in that, at least it was never proven so afaic it would fall under conspiracy - they have their own biases but if there was a cap reason, it would be manage by FO
To me, even if there was no attempt to keep their salaries down, it still points to poor planning on the part of management. We didn't know we would win the 2nd and 1st overall picks in successive drafts, but that doesn't mean you go out and spend all your cap space a year after announcing a rebuild.
