It's short true game-breaking talent and 1st line center (which is what happens when your 2 highest draft picks are Laf and KK), but that doesn't look like a terrible line-up for a team that went to a SCF and 4 more ECF during that time (and had a highly touted prospect die...).
It's also a weird way to evaluate development. Why can't we include guys like McD and Fox? We got them when they were young, and in the case of Fox traded draft-picks for them which otherwise may have been names on that list. If the organisation is responsible (and it is) for misidentifying some talent and stunting the development of some young guys, it also gets the accolades when it identifies and trades for talent that actually works out here.
No-one is ever going to proclaim the Rangers as one of the great drafting teams of all time, but for the most part we are solid.
The issues are a few very highly picked busts/disappointments (Lias, Krav, KK) and trading a lot of draft capital in order to make those ECF and then fall short
