Speculating into the psychology of it. @ZuccsFluffierFluffer has mentioned Panarin growing up dirt poor. This may be a situation of getting every dollar proves self worth, or something of the sort.

Well Columbus just burst through the wall like the Kool-aid man and is offering 13 a year.

I'd take a second or 2 to consider that as well.
