There is no reason for him to make short appearances in Indianapolis, even considering the obvious that his innings in general will need to be managed and he will not finish the season in Pittsburgh.

The Pirates basically have no incentive not to mess with his service time because he will be on a tight innings cap this year. They need about a month of games where he is not on the MLB roster in order to likely dodge him getting Super Two status, which I think neatly explains the weird "short stints" he'll get for Indianapolis, as if he couldn't just come out of the bullpen as a 2-3 inning starter and get more time vs. MLB hitters.
It's whatever, but I think the best call for his development is obviously to throw as many pitches as he has left in him for 2022 in the big leagues.

Yes, it's a paper move, but it's one that gets him days where he is technically not an MLBer, which = days that end up not counting towards whether he is Super 2 eligible or not. Here's where I'm getting the additional stuff about Indianapolis, which I imagine stretches out to 3 weeks or so, thus buying maybe 35 days that don't count towards his MLB service clock (plus the other ones he was down over the course of this year, which likely avoids Super 2).
All I can say besides the skepticism about how it helps/hurts his development is that I hope they at least invest more money in the team by starting with Reynolds (ironically, if we try to sign Cruz to an extension, it renders the manipulation we did a moot point, but the fact that we did it still buys us leverage for whatever negotiations might happen).
