It persists because it's best for his development to play against people bigger and better than him. I think the ahl should have a 2 man underage roster spot as well. I don't care what the ohl thinks, I care about extracting what's best for sharks draft picksHe's not going to Europe. The CHL would have a fit if NHL teams started skirting their player development agreement to loan kids out to European teams. It's different when it's a Goldobin situation where the player came from Europe to begin with, but they're not doing it with a high-end talent North American player.
I'm not sure why this concept has persisted for so long. It's not happening. It never really has happened.
