I didn't see Hurts as a top starter, like you said, he had flaws, but with Wentz's injury history, a top backup QB who can make plays off the bench (running QBs have an advantage for a short stretch of games off the bench), I thought it was great value.
Hurts is limited, he's improved his arm strength and mechanics, but yes, Daniel Jones actually has a stronger arm - but Burrows is in the same league with Hurts as far as arm strength. I grew up watching Joe Montana so I know arm strength isn't the be all and end all.
What he has are intangibles that are off the chart. Fans constantly underestimate the value of work ethic, cool under pressure and intelligence - the highly talented players are more likely to shine as rookies riding their athletic talent - but over time, the high intangible players often surpass them, while talented players without intangibles can fade away as the dings erode that athleticism over time.
It's not just Hurts, look at Edwards at LB. I expect Dean to start eventually for the same reason, as a rookie, his athletic limitations were exposed, but with experience his IQ and instincts will compensate for size and speed limitations.
One thing that is underestimated with Hurts is his running ability, which I think matches up with any running QB - the difference is where a Lamar Jackson runs like a scatback, Hurts runs like a power back - which is why he's so hard to stop in short yardage situations where he gets low and uses his lower body - or to arm tackle in the open field. He's not a burner, but the combination of power and agility means he consistently gains yards, and is more dangerous in the red zone than Lamar.
