Possibly. As mentioned, I think the same happened to Weber and Josi... Or maybe it was Weber and Suter? Don't remember but it is definitely possible.
I just don't think its possible since the voters have to choose 5 players and rank them accordingly. 1st choice gets 10 pts, 2nd choice gets 7 pts, 3rd choice gets 5 pts, 4th gets 3 pts, and 5th gets 1 pt.

Its not like the 1st past the post system where you only get to vote for one player, thus vote splitting is more likely.

That can change in any given week though. It’s going to be a tight race right to the end of the season.

If a voter thinks Burns is the best defender for the Sharks, he'll vote him high but will not vote Karlsson as high because they won't think it as 'reasonable' that the Sharks have two such high defenders. And vice versa.

First year away when he's on his own in Minnesota and he nearly wins the Norris. Josi doesn't become a finalist, and is actually voted lower than Weber, a year when many think he was at least a top 3 defender. Vote splitting happens.

just a little bit different with both being prior norris winners and if they finish 1 and 2 in points it'll be hard not to vote for both of them near the top.

A voter may still not see it that way and vote:

No one is saying that they'll leave Burns off the ballot or that every voter will split vote like that. It's just that it's less likely for a voter to vote them 2nd and 3rd even if we could somehow objectively qualify them as that. Ask Pred fans.

They wouldn't say this because it 's not true. If they do finish 1/2 it will be very hard to say one is more than one position different than the other.

Sorry but neither weber nor josi (nor suter) is or ever was better than burns OR karlsson is now. Neither Burns nor Karlsson will need any in-depth consideration of game or impact on team if they finish 1/2 scoring. It will not be just some people saying (which really means preds fans mostly), it will be everyone. It will be obvious and compelling.

The Predators have never had one defenseman who is as good as Burns or Karlsson, let alone two.
 
Josi was snubbed in 2014-2015 as a finalist. A bit was lack of name recognition, another part was almost surely due to "vote splitting" with Weber.

There's a certain human nature, if you thought that Weber was the top defender on the Preds, it would be harder to argue to yourself that Josi was worthy of another high vote. Likewise, if you thought that Josi was the best, it would be harder to justify voting his linemate so high. So they split it up.
EK & Burns won't suffer from lack of name recognition. If they both have played well enough to deserve the trophy, they will get the votes.

Either of them will have to finish the season ridiculously strong to take away #1 votes from Gio though. The only way vote splitting is going to happen is if someone believes that BOTH of them deserve to win over Gio, Carlson, Reilly, etc. and can't decide which one of them should get their #1 vote.

I think as of today, these 4 players would be on the highest number of ballots of the people voting for the Norris.

My list would have Reilly out and Ekholm in.

You are simply underrating him which has occurred for his entire career on here.
He is clearly a top-end D. And he was last year as well. (53 points without PP time).

Exactly. He no longer belongs in the conversation. The top 3 are set. I noticed it’s been quieter around here since Gio caught him in points
Well he’s only got 3 pts in his past 9 games. The question is, was it always going to the pure offensive numbers that got him votes, or is his defensive game strong enough to garner him votes with a less “gaudy” offensive stat line?
