So Kane and Toews are due for extensions after '14-'15. Negotiations have begun and their initial ask was for $12m per year. Each.
I get that the cap will rise and that they won't actually get that much, but let's say they end up getting $9m and the cap in '15-'16 is $75m. That gives Chicago $57m to spend on everyone else, of which $42m is already committed to Crawford, six forwards, and three defensemen. To lock up a capable fourth defenseman to play with Hjalmarsson, be it Oduya or someone else, will cost at least $4m. Saad is also going to be an RFA and should command a nice raise; let's conservatively say $3m, but it'll be more if he pots more than 20 goals this season. All told, that's no less than $49m.
That leaves no more than $8m to spend on three bottom-six forwards, a third pair, a few depth guys on two-ways, and a backup goalie. Theoretically, they can fill those spots with the money, but unless they've got more promising young guys who are also dirt cheap, the bottom of that roster is going to be very weak. They really tied Bowman's hands here.
