Well, the biggest difference is intent. Still a bad play, but intentionally doing something and accidentally(recklessly) doing it is different; whether you think he did it on purpose or not.It doesn't. If you accidentally high stick someone you get a penalty. If you accidentally trip someone you get a penalty. Not sure why people are using the stick riding up as a defense. You are responsible for your stick regardless of what happens.

An in person hearing is a necessary condition for a 6+ game suspension. Or in other words, as put in the title, Rielly's in person hearing makes a suspension of 6 games or more possible.Just as it sounds.
