Now, with that out of the way... Even if the Mets were good, and respectable again, they'd probably accept an 8/10 deal from some random team before a 9/10 deal from the Yankees. As division or intra-city rivals would. It's stupid purely from a baseball perspective but somewhat logical from a marketing and narrative perspective. Also, don't assume that your deal is better just because. Cashman is showing restraint so it's entirely possible his interest in someone like Wheeler, who is mediocre, is only exploratory.
