All of this is on Bettman. Dracula was the one who steadfastly stuck behind the concept of the NHL in Phoenix when it was obvious that it wasn't going to work.

To be fair Bettman ultimately answers to the owner’s so it’s not just on him. They desperately wanted that market to succeed given the size of the media market(s) there. But there was just not too much to sell over the decades they were there. The on ice product was largely bad & the owners that rolled through there weren’t good (some may have even only bought in just to take advantage of the NHL’s desperation).
