No. Hutch was a free spot. So on the cap the leafs had two extra skaters but only one goalie - so only one extra skater in reality.
Now with no more free goalie spot, the Leafs have to lose one of their extra skaters.
Hutch is no longer on the roster now that the emergency recall is over.

since Hutch is up only as as an emergency recall, i wouldn't have thought he needed waivers to go back down
Edit.
When a player is on emergency recall, the same 10 games/30 days rules apply, but those games and days counters are separate from the games and days accumulated when a player is on a standard recall. So a player can play nine games on an emergency recall, be assigned on paper back to the AHL, then given a standard recall and play another nine games before he'd need waivers.

They waived Brooks for him......... felt like a bad decision at the time. Haven't really noticed his game at all.
