I’m not sure where the idea that a major without a suspension isn’t an actual penalty comes from.
It’s a pretty hefty punishment on its own and is clearly sufficient in most cases.

No, they literally don’t. The rulebook specifies the exact penalties where a minor becomes a major due to injuries, and which penalties (like kneeing) are based entirely on the act with no reference to injury outcome.
The refs memorize the rulebook and are tested on it constantly. You can be damned sure that 4 of them didn’t simultaneously forget that kneeing majors are awarded based solely on the action, not on injury outcome.
If you want to say the original major was called on the ice in order to facilitate a review, then sure. We know that happens all the time, because it leads to better calls than attempting to make a judgment without the benefit of review.
But once the 4 officials circled up to discuss, and then the 2 refs took it to video review, the injury/non-injury dynamic ceased to matter. They were only looking at short slow-mi clips of what Meier did on the play, to determine whether his actions rose to the level of a major. How long Necas stayed in the locker room was completely irrelevant to the outcome of the review.
Continuing to push this narrative where a whole team of refs just started making up rules is just a bad look. That’s not how it works, and closer to conspiracy talk than real analysis.

Necas would have been down the tunnel calling his family for dramatic effect before reappearing for 4 on 4.
We keep seeing these runs trying to take down major pieces from divisional / sc-rivals. In a way it was smart by Meier because whatever suspension he might serve will in no way affect the Devils season overall while if Necas went out for several months or even the whole season much would have been accomplished for the Devils post-season chances.

Dude, legs arent supposed to bend that way - look at the still image. He somehow miraculously did not have ligament damage, but to deny the fact that he was in severe pain (and likely thought that his season was done, if only for a few moments) is just being willingly obtuse. So he was fine a few minutes later - great. Take the issue with the refs and the league, not the guy who had his leg rotated ~75° in the wrong direction. Maybe the refs screwed you out of a couple points - they screw everything up for everyone. It is not a unique experience. Colin Campbell is still in charge. It will continue to suck ad infinitum.

I've had this argument with @tarheelhockey the night it happened, no one is arguing Necas felt pain or anything in the moment but the fact he comes back so quickly is what Devils fans are pissed about. Good for him that he comes back, the Canes are better with him than without but every other fanbase who sees that shit happen to their team would be pissed off equally. It went for no penalty live to a major and cost the Devils the game in regulation. Timo Meier got blasted on a hit 99% of hockey fans thought was legal in 2023, laid on the ice and didn't come back to the game. Where was the major there if we're going by "injured players" logic? Timo missed the first game v Carolina in the playoffs too while Necas was back right away.

I do wonder if there should be a rule where if a major is called, the player who was hit should not be allowed to play on the resulting penalty.
The times it happens is really slim, but to watch a guy that referees called a 5 minute major for return to the bench and play 3.5 minutes of a 5 minute major is a punch in the gut to the Devils.
Without Necas laying on the ice and going to the room, that’s a 2 minute minor at most. Maybe not even a penalty since nothing was called live.
