He is a high end QMJHL defenseman but is not enough to be a true standout. He is a tweener between an AHL deal and having to go the CIS route. ELC should not be considered unless he completely blows some socks off, which I doubt.
Lapenna is solid too. He's small, which is always is a concern, but he has the athleticism and he has posted some nice numbers in both his DY and DY+1. I think he overplays a little bit too much but that is something that can be fixed, and otherwise I think he has the technique. If he was a couple of inches taller, he probably would have been picked by now. Would not have drafted him myself as it is with his size, but I would have taken him (and dozens of others) over Peksa any day.
Most likely they would have done their homework. They had Mailloux marked as do not draft and he is a hell of a lot of a better prospect than Sévigny.To summarize, it would be a disappointment if these are the best guys they are adding to their roster, but they are solid additions. It does not really jive with the idea that they are looking at UFA's that they would have taken in the late rounds, because these guys really should not have been on their board (although Peksa tells me otherwise). Peter Reynolds is probably the only guy I would say really fits the bill in terms of guys I would consider signing (out of the QMJHL) though, and you do need some 'filler' that have a chance of getting an AHL contract in there too.
I guess this also means that Sevigny was not one of the guys who tried to sexually assault a girl after Victoriaville's championship win. I imagine the Leafs investigated that fairly deeply considering both Sevigny and Abramov were not only on the team, but captains of the team.
I've seen a lot of people surprised Peter Reynolds wasn't drafted. What's the deal there?Besides the obvious candidate in Reynolds, the other QMJHL guys I would look at:
C/LW Lorenzo Canonica - Really late birthday (Sept 3rd, 03'). The book on him is that he is a solid all-around prospect with no real weaknesses, but no plus tools outside of his speed. Does not really process the game at a high enough level to be a top 6 guy, but could blossom into a bottom 6 threat in the NHL if he gets the right team behind him. Easily the best candidate out of the QMJHL to get selected as an OA next year besides Reynolds.
C Theo Rochette - Went undrafted again. Has a near identical profile to Phil Danault except in a 5'10" body and with the right development staff, I sincerely believe he can get to a similar level. I would love to see him at a development camp with a team that can really draw out the skillset that once had him ranked in the 1st round in early 2020 mock drafts.
Sevigny and Lapenna were probably the best choices for defensemen and goalies respectively out of the QMJHL. A few other solid candidates like Laaouan and Merisier-Ortiz on defense and Despatie in net worth looking at, but I would probably turn to other leagues.

Some other candidates from CHL teams:
LW Eric Alarie - Raw power forward project. He needs development, especially with skating, but has great IQ and works hard both on and off the ice. I had him in my top 100 for those reasons alone. I think a lot of his issues can be fixed with coaching, and while I think there will be some limitations as to what he can become, he seems like the kind of guy who will eventually figure it out and be a very valuable complimentary top 6 piece.
C Trevor Wong - Size is his main issue, and he does not like/work well in any physical contests. That being said, his skill set is high end and well rounded. If he was bigger, I find it hard to believe he would not have been a 1st or 2nd round pick.
C Jack O'Brien - He had a really bad draft year but was strong in his D-1. Like Rochette, I can see him developing into another guy like Danault, except O'Brien has the size profile you want to actually emulate Danault. A long term project who can skyrocket up boards in 2022.
G Braden Holt - He hasn't played much in his WHL career, but Everett knows how to pick out goalies and he looked really good in his brief stint last year. Not as good in the 2 games he played this year. I just have a hunch that he is a guy who can earn an ELC out of someone's training camp and really make them look like a genius.
Not much out of the OHL worth looking at unless you want to see how former OHL 1st rounders like Rolofs and Goure turn out in dev. camp.

SDA, Kokkenen, and Kral seem likely? Any from the 2020 draft class (eg Niemela, Hirvonen, etc)?

The incentive is in direct say in player development and access to professional scoutingI wish there was some sort of additional incentive to using AHL contracts... like a first right to refusal if they were to sign an AHL contract and then get an NHL contract elsewhere.

I think there is typically an honour system though that if a player on AHL contract gets an offer elsewhere, they let the NHL parent club know and potentially match

Short of there being a character issue that has not come to light, no clue. He is not the biggest guy in the world, but it is not like 5'10" guys have not been selected in abundance before.
The one thing I will say is that he did struggle to put up points in the first half. In the October-November stretch, he only had 8 points in 15 games. Then when the Sea Dogs brought in Francis and Kotkov, his numbers skyrocketed (23 points in 18 games in the March-April stretch).
Maybe teams thought he was a product of his linemates?
Even if he was, he has no real weaknesses other than his size, and he has plus skating, faceoff ability, and IQ with the potential to become a fairly reliable 15 goal - 40 point 3rd line center with two-way ability. Probably can develop him into a PK threat as well.
Considering there were teams taking chances on guys from the middle of nowhere, or guys who did not even play a single game this year, I find it really odd that they would pass on a legitimate prospect short of there being an issue with his character.
I had him as a mid-second rounder. Him and Almquist are easily the two most questionable non-picks for me, but the NHL doesn't love 5'7" guys even if they're plus plus skaters with good production (and the youngest player in the draft).
When is prospect development camp begin, its usually like a week post draft.
