I agree it’s odd. And you are right the linesman are quite hesitant to over ride the refs. Understandably what if they step out of their comfort zone and are wrong.
But they are allowed to do it on highsticking and a couple other things.

Yeah it definitely helped that there was blood there and it was a call that they could review. Made the linesman less hesitant to make the call.
