Because the NHL hates Toronto. Like honestly. Yesterday Boston recalled 6 players on an emergency basis with no issue, but the Leafs can’t emergency recall Woll even though Murray banged his head and is well known to have injury issues.
There’s no good reason to not allow it, especially when this game has playoff implications for Florida and two other teams. It’s bush league that Woll can’t be recalled, but Vegas can parade Mark Stone a week before the playoffs and Arizona can acquire all the retired guys they want to reach the cap floor.

I could be completely off the plot but my understanding is it is to late in the season to put Murray on LTIR. So to be able to sign Knies they couldn't fit Woll in...league wouldn't let him be an emergency recall for tonight because the Leafs used the extra cap space on signing Knies and not filling in a 2nd goalie.

The thing that still doesn't make sense about this is that even with Knies playing tonight, the Lafferty and Jarnkrok minor injuries leave the Leafs with only 11 healthy forwards on the roster right now. So basically Gary expected the Leafs to run 10F tonight?Emergency Recall and Roster Emergency Exception are two different things.
Emergency Recall requires cap space. Toronto recently used Emergency Recalls on Simmonds and Woll for example. The Boston recalls are all normal Emergency Recalls.
Roster Emergency Exception allows a team with insufficient cap space to recall a player with a $0 cap hit. That is what was denied: the NHL most likely determined Toronto had the cap space to recall Woll after sending Simmonds down, but instead used that cap to sign Knies. Once Simmonds went to the AHL there was no longer an emergency.
