The fine option exists in the bylaws because it is not accepted behavior, but it might be for abuse of an official more than trying to make the game more family friendly.
However I think they were related and in fact because of the overreaction and fineable offense of the first event the Refs may intentionally to spite Leafs and Keefe as payback not called the obvious High sticking play to the mouth of ZAR as he was bleeding to even the score.
The Refs after getting berated on the first decided to pretend the 2nd call was a follow through after discussing it. But 2 wrongs don't make a right.,
The outrage could have costed the Leafs the game in that respect.
Its likely good that it happened in this game and not the Philly afternoon game where it was take your kid to the game day on family day.

The NHL owes MLSE millions for the refs stealing a series for T.B last year and Bettman owes the fans an apology for such egregious reffing for a starving fanbase that simply wants fairness come playoffs.
If I had the resources, I'd produce a documentary analyzing that series and the calls made and dives allowed.
We must protect the kids from vulgarities and "rage" when the ref shows incompetence, but yet we encourage physical violence and actually cheer it on? Family sport? What?
Players and coaches would be bankrupt if they fined them every time they swore or got angry.
