Wouldn't the only logical choice (hockey-wise) be Ust-Kamenogorsk or whatever the Kazakhs call it?
The place is too small, plus the russians fled from there. Kazakh hockey in general is not a good investment I think, as the russians seem to have no future there - and apparently they are almost all the hockey players.
Also - for other central asian countries - I'm surprised that they even have hockey, that's news to me.
