I view this as more of a safe pick compared the the home run swing on Rehkopf and a couple others I was considering here who shall remain nameless and hopefully at least one of which will last until my next pick. In my reading on Higgins he is sounding more like a slightly bigger (listed at 6'0, 187 lbs.) and better skating Ethan Bear, which is a bet I like in the 6th round. Here are a couple of scouting reports on him from some who know way more than I:

Ty Higgins can be described as the type of defender that is fairly quiet but effective. You won’t see him constantly rushing up with the puck to create offense, as he is a two-way minded defender always having defense as his first priority. He is extremely responsible on the back end and utilizes his puck moving skills very well. With great vision both offensively and defensively he is the perfect quarterback on every play. Although Higgins possesses the core skills to maintain consistent success in his form of gameplay, he could grow on an entirely new level with speed development. If he develops further skill on his overall speed, agility, and reaction time, he would receive massive dividends. Amplifying those elements in his game would have teams turning heads to have him added into their organizations. With the smart plays he makes day-in and day-out, if he added that explosive element he would become a sure nuisance for all opponents. With the 2023 draft fast approaching Higgins is one of the top-six draft eligible defensemen from the QMJHL, and I believe we could see him selected around the mid-to-late third round."
2) Next is more recent from Scott Wheeler at the Athletic discussing prospects who just missed his top 100 ranking:
"Higgins is a nice success story. He went undrafted in the 2020 OHL Draft, played his post-draft season at the midget AAA level for the Waterloo Wolves to get selected in the second round of the league’s U18 draft by Owen Sound, failed to get signed by the Attack, played half a season with the Stratford Warriors Jr. B team (registering 28 points in 27 games), and was then signed just before Christmas in 2021 by Acadie-Bathurst in the QMJHL, who acquired his rights from Owen Sound. In his season-and-a-half with the Titan since, he worked his way onto NHL Central Scouting’s preliminary, midterm and final lists for the 2023 draft. This season, in his first full year in the Q, he registered 41 points in 68 games to lead the Titan defence in scoring and finish second on a poor team overall. He plays a physical style, he defends hard, he’s a solid skater, and he’s got a big shot (which he scored a hat trick with in March to become the first Titan defenceman ever to do so). He’s a fringe guy to get drafted, but I’d consider him in the later rounds."
