Yes. Clearly a charge. Ovechkin was looking to take out Chara while he wasn't looking. His skates were churning the entire time, it was the definition of a charge. From a mile away..... real time, or replay.

Should have been matching. Hence the make up call soon after.

Except they are consistent. One instance of a missed call doesn't change the fact they are consistent.
