They're not running up the score, it comes down to GF/GA. They're making sure they finish 1st in the RR. The need to change the rules to +7 max so once teams hit +8 or +9 they can relax a bit.

Gord Miller said that GF/GA is one of the tie breakers, however it's rarely ever been used.
