Focusing on guys who should have been the 13th and 14th forwards is a mistake. You can say why didn't Drury do X in a single offseason but the fact is the org depth of 21-26 y/o forwards is decimated because 3 of them busted, 1 is in Russia, 1 is injured, 1 can't beat out Greg McKegg apparently, and no one from Hartford has stepped up and taken things into their own hands.

There's no fixing that.
