I sort of feel about this the way I feel about distinct kicking motions. If kicking a puck into the net is a player safety issue, then why is it allowed anywhere else on the ice?

The whole rule book could use some help.

Do players not attempt to shoot bouncing pucks? Because those are exempt from being considered a follow through.

Imagine having a defender in your face and you have to get the puck on net, do we really want the mental stack from players to include "I better not shoot this too hard or follow through too much, or I might high stick this arsehole."

I'm ok with the rule as is, and any good-faith interpretation of that rule concludes that Panarin should not have been penalized.

I think they work here because the stripes give the colour. If the numbers had it as well it would look too busy
