If you start making follow throughs penalties, youre going to see defensive players throwing their faces at pucks.
I sort of feel about this the way I feel about distinct kicking motions. If kicking a puck into the net is a player safety issue, then why is it allowed anywhere else on the ice?

The whole rule book could use some help.

I just feel like is unnecessary that you should be allowed high stick on a follow through of a shot...regardless does not seem to happen that much anyway
Imagine having a defender in your face and you have to get the puck on net, do we really want the mental stack from players to include "I better not shoot this too hard or follow through too much, or I might high stick this arsehole."

I'm ok with the rule as is, and any good-faith interpretation of that rule concludes that Panarin should not have been penalized.
