Doesn't say they have to successfully shoot the puck, but vague as always, so refs can do whatever they feel like.

So someone explain high sticking to me bc I thought a follow through wasn’t a penalty

It talks about normal wind up and follow through of a shot.
There's no mention of passing, but we got screwed on that earlier in the season

What difference does fanning on it make? It still shouldn't be penalty if the same logic applies.

It creates a grey area where you could claim to have fanned on the puck on any high stick.

The less refs interpret things, the better.

To be honest its a dumb rule to begin with. High stick should be a high stick

Hard disagree. Sticks tend to go up high if you took a shot. A normal high stick is reckless action with your stick.
