I saw an idea a guy came up with on Twitter years ago. The team with the most points after getting mathematically eliminated from reaching the playoffs gets the 1st pick, team with the 2nd most gets the 2nd pick, and so on. Granted, teams could still tank to be eliminated earlier, but they'd need to try and win to get high picks. It's a brilliant and perfectly executable idea for the NHL and NBA, which is probably why neither will ever try it.
This is the kind of team that makes the NHL rewrite the rules.

Part of the reason he tanked is because the league screwed them over so hard on the combine sanction. That and Chayka, who the league hates, left them a mess. Armstrong is one of the good old boys.
