Believe my grandmother had mentioned that I'd love Payson. When I was looking, I was pretty interested in the Chino, Chino Valley, Prescott area. Close enough that I could head North and get my hiking, camping, etc. itch scratched. Most of my family moved down there (Phoenix area suburbs) in the early 2000's. Grandparents, aunts, cousins, etc. Unfortunately I was married at the time and the wife (now ex) wasn't having any of it.Flagstaff might get more snow than Minnesota though. Payson might be good. It's a lot smaller than Flagstaff or Phoenix but they still have seasons, they get less snow than Flagstaff, and still within a couple hours of both Flagstaff and Phoenix.
