I don't know how the owners in high tax cities allowed these rules to be established. I suppose it's because all of the low tax areas are the non traditional hockey markets that the cap is supposed to be propping up. Imagine if the situation were reversed though.

I can't believe fellow Rangers fans are complaining about other teams (Tampa) having an advantage in UFA...

We literally get pretty much every single UFA we want- for better or worse. That includes highly prized college UFAs.
