If you google off-season winners from last year a lot of people had the devils on their list after adding Hamilton, graves, Tatar and Bernier. Didn’t work out so much.
Their moves look good on paper. Will see how it plays out.

Definitely tampering but it seems half the league was tampering since the end of the draft. Don't know why the league even bothered to get rid of the pre-free agency negotiation window if the majority of teams blatantly ignored it.
