He's a cap dump if he's not performing at Norris levels. They'd get nothing back for him but bad contracts and dead cap space if they move him while he's just a good player. Even if you retain him down to $7.5 million or so, how much value does he have if he's an injury prone 33 year old OFD that only will give you 40 points in 60 games over a season? Oh yeah, he also has a full NMC so he can pick the location he goes to.
