Its not, the puck is stuck well above skate level and slides to skate level when he lifts the pad. You can't know if that puck has 1 millimetre of it touching the line. This has been talked about many times, but the NHL needs puck tracking technology for situations like this.

While I'm glad you acknowledge the rule, i'm really not sure what view you see the pad fully over the line. Not even half of the pad is fully over the goal line.

*The portion of his pad that had the puck under it was fully over the line.

How do we know which portion it was under, the angle from outside the blue line shows it.

Again goals can't be called by inference.
