Its not, the puck is stuck well above skate level and slides to skate level when he lifts the pad. You can't know if that puck has 1 millimetre of it touching the line. This has been talked about many times, but the NHL needs puck tracking technology for situations like this.The puck is stuck at the skate level as we can see when he lifts the skate and the puck comes out.

This is where the rule about having to actually see the puck doesn’t make sense. You can clearly see the puck, which goes under pad and the pad goes a good 10 inches at least into the net. Wouldn’t some sort of microchip be able to clear up these issues?
