It's weird how other teams are able to self correct when they have a bad GM, but the Penguins need to blame everything besides Dubas.
This is Dubas' ship now. He was a terrible GM in Toronto. He has been a terrible GM in Pittsburgh.
This mess is on his hands and has largely been excaberated by his ineffective management, poor player evaluation and just general dumbassness.
Dubas has been the GM for 2 off-seasons. Expecting him to magically fix all of the issues Hextall and JR left the team with in 2 off-seasons is just moronic. The Penguins situation was having a bad GM for 8 years before Dubas took over.
Dubas can't go back in time and make JR keep his draft picks and actually draft well. He can't go back in time and prevent Hextall from giving up McCann, Matheson and Marino for nothing of value. He has done a bad job at remedying the issues and has been an extension of those bad GMing years, but washing away the failures of JR and Hextall because "Dubas has been the GM for 18 months" is idiotic.
People bring up the Capitals as an example of an effective retool, but that retool has been like 5 years in the making. The Capitals are getting significant contributions from McMichael (2019 1st), Protas (2019 3rd), Fehervary (2018 3rd), Lapierre (2020 1st) and Sandin (traded for with a 1st). The Penguins youngest player is Puustinen, who's like 26 already. Dubas hasn't been here long enough to remedy that issue because of how awful the situation he inherited was.
