Burke’s a fool. Ruined the leafs. Did nothing in Calgary. But won a cup in California because Karina and Selanne signed at discounts to be there.
The draft lottery is fine the way it is to discourage tanking, but I would exclude teams who have had a top-3 pick in previous years (i.e. lottery win)
1st overall: Exempt for 5 years
2nd overall: Exempt for 3 years
3rd overall: Exempt for 1 year
This would avoid situations where teams have back-to-back top picks like the Rangers, and pre-lottery it would have prevented the Penguins from getting Malkin and Crosby ironically
Blackhawks would not have gotten Kane

I've had similar thoughts, though mine tended to be focused on the first overall pick and less about the second or third picks.
The sad thing is Burke has a point about the lottery, but in typical Burke fashion the approach is flawed.
The Rangers, prior to 2019, hadn't picked higher then 4 in a generation --- and the only reason they even picked 4th was because of a trade.
Yes, Lafreniere and Kakko help, big time. But they help because they're also taking place at the latter part of the process --- not the start.
The sad thing is that a lot of non-Rangers fans are inherently going to forget all of that and only see Lafreniere and Kakko.
