It's sufficient expiation for now. He profusely apologizes and owns up to the mistake and doesn't make any excuses.
"I had no inappropriate intent and didn't mean anything racist by it" is kind of an excuse. And it's one that seems to seek mercy on the basis of him painting himself as the dumbest and most ignorant person in northern California.
If you say to someone "I hope you get cancer and die" as a chirp/taunt/asshole insult "in the heat of battle" there's no reasonable expectation that you would know they had a close family member who had cancer and died from it. That's a case of "I didn't mean it that badly" where there's latitude. You don't have any reasonable expectation of knowing the personal family history of everyone you play against. It's still appalling, but it's on the slightly less appalling side of things (for a given level of appalling behavior) and it's sufficient for a "I didn't know, but that's no excuse, I'm sorry I said what I did" apology.
But in this time, in this part of the world, with this current level of scrutiny on race-related conduct, with this amount of notoriety in hockey circles for incidents of racially-insensitive/insulting behavior, with widely documented and discussed incidents of black players having bananas thrown on the ice at them among other things, to claim that making monkey gestures not just at any player but at a guy who was likely the only black player on the ice for Tuscon (I don't know the makeup of their roster), "I didn't know a monkey reference made to a black player could be interpreted that way" is a flimsy, lazy excuse that makes you look dumb, not ignorant. As I said before, Hrabik is not some guy fresh of the plane from Ostrava. He's been in the US since 2018. He has a black teammate on the Barracuda last time I checked. He has had numerous opportunities in various venues to be exposed to the necessary context that illustrates what an incredibly wrong-headed and ignorant thing he just did would be. "I didn't know" is well short of what I'd consider acceptable as mitigating circumstances given those facts.
We could say "at least they didn't use papyrus or comic sans" but we're well past the point of just accepting the minimum amount of humanity out of people. Be better.

There used to be this cabinetry place in town that had a rather expensive looking laser-cut, multi-layered steel sign with their name on the facade of their building with the name written in papyrus.
I laughed at it every single time I saw it, but would usually get annoyed afterwards at the idea of someone spending good money and wasting good materials on a fancy sign by using the second worst possible typeface.

But...well, I guess to me it's like when someone cuts you off in traffic and you're having a bad day. You pull up next to the driver, and whatever the driver is...that driver is that. Dumb, old, <insert race>, <insert ethnicity>, <insert gender>, etc. Heat of the moment. You young ones have a lifetime of (rightfully) being taught to not think that way, to internally "not go there", to properly socialize yourself. Hrabik...didn't grow up in that culture. He might know the racist tropes behind calling Black Americans monkeys but that's different from knowing it.
I think what Hrabik is trying to say is "I am not a racist; I don't think Black people are inferior. I was just trying to hurt someone, and in the heat of the moment, lashed out."
Put another way...I imagine that if an American player played in western Europe, and made a comment that would be seen as a "Jewish joke" in America, he would be excoriated for being anti-Semitic because of the European history with Jews.
I don’t know that your example holds a lot of water, because I don’t think that principals “the young ones” have been taught to internalize is not “don’t be racists towards black people” it’s “don’t be racist”. If an American player made a “Jewish joke” in Western Europe I’d support whatever fallout came just the same because neither has a place - racism is racism.
A feel good story. Hopefully, he keeps advancing and makes a name for himself in the organization.
