Has any perpetually bad team, outside of Colorado, actually found success as a result of consistent high drafting?

Pens drafted an absurd 1,2,1,2 back to back, and got two all time greats.
Chicago missed on two picks before Toews and Kane, and they were supported by a bunch of mid round defensemen.
Tampa was going nowhere with Stamkos and Hedman, until multiple random late picks struck gold.
Edmonton is still garbage outside of McDavid.
Jury is still out on the Devils.
Everyone else still sucks.

Consistent tanking gets you nowhere, unless you randomly get a generational talent or, hit on multiple later picks to join the core.
 
Not gonna lie, kinda like watching Kane not winning in Detroit. He just wanted to play with his buddy Debrincat who himself forced his way out of Ottawa by admitting he didn’t put in full effort every night.

IMO, Kane owed it to the Rangers to re-sign dirt cheap for one year since we basically got damaged goods at last year’s deadline. He lied about being healthy enough to play when he clearly was not.

And then he signs with Detroit thinking they are some sort of playoff team?! He is wasting time now in the twilight of his career to try to win. Seider has struggled, Larkin has been injured, Raymond hits himself in the face to draw penalties, Detroit is not going anywhere anytime soon. They are gonna take a step back before they get better.
He owed it to us not to sign with us.

1) Is Matthews wearing earrings? (not that there’s...)
2) Do I sense that the TOR media is downplaying (ignoring?) the Rangers threat Tues nite in their softball questions?
3) Why Why Why do hockey players get the flu so easily? BONUS - when did stomach-emptying puking become a flu symptom ?
4) Why is this video not available on TOR’s team site on the garbage dumpster fire POS NHL app?

Most tanking teams do not succeed yet it is seen as some infallible strategy. It doesn't work far more often than it does and the times it does often have many other factors at play than just "be bad for many years and luck into one or two top players."

Even Colorado, their first really bad year was 08-09 when they got Duchene. Then in the next several years they added Landeskog, MacKinnon. They won the Cup in 2022. So you'd say it "succeeded" in that they won a cup but I wouldn't exactly call a plan that took 14 years to yield results a success. And that's not to mention they were still bad even with just MacKinnon and Landeskog. They eventually hit on also Makar and Rantanen. There is also absolutely no way you can say they wouldn't have won a cup in that 14 year time frame with a different strategy.

Same for the Caps. It took them from 2004 to 2018.

Only answer I have is to question number 3:
Spitting on the bench and spitting on the ice is the primary reason the NHL attributes to flu/cold virus spread.
At least that was their opinion 8 years ago. Not sure if they’d update that since then.
