And even if he does have a secret handshake deal...I really don't see the notion that Kadri has a handshake deal that is pending some moving parts affecting anyone significantly either. Its not like he has several teams out there thinking they might have him, and not able to move on to the next plan. As long as he hasn't misled other teams (and I've seen no indication that he has done that) then how is he 'affecting' things around the league? He's not preventing teams from finishing their offseason plans.
That could be broken at any time. If a team comes to him, he is free to negotiate with them. If he likes their offer, then he is free to sign it. If Lou protests when that deal is submitted to the league, then the league will tell Lou 'you know damn well that you don't have a valid deal until it is approved by the league. Your failure to submit a contract doesn't allow you to protest this contract we got first.'
I don't think there is a team in the league that would hold it against Kadri if he "screwed" Lou by backing out of a handshake deal. And even if they did, who cares? This will very likely be the last contract he signs in the NHL.
