Most people define success by results and not by personal definitions of proper process.
The failure of the window is partially bad luck and partially process. And the failure was that the rebuild that occurred from 2005-2010 didn’t garner two or even one high end offensive forwards. Developing two high end offensive forwards means only one of the Richards signing, Nash trade, or MSL trade happens. If they don’t need to sign Richards, they can put that money somewhere else. If they don’t need to trade for Nash, they keep their forward depth and keep that first. If they don’t need to trade from MSL, they keep two first round picks and still have Callahan. And still, even if they only developed one high end offensive forward, only making two of those moves and not three has a big impact.
The failure was partially bad luck and partially due to organizational decisions, including the decision to try to compete while keeping and developing their young assets.
