Having two top pairing RHD's, a whole legitimate top line and good depth is how Winnipeg got here. The Rangers are missing the elite talent that Winnipeg has. The Rangers don't have a Wheeler, Schiefele, or Laine. If the Rangers can draft Wahlstrom he has potential to be a Laine-like player that can score 30-40 a year. Laine is successful because he has good distributors. Laine without Schiefele, Wheeler, Trouba, Buff, and Ehlers would be a glorified floater.
Its not like the Rangers havent tried to get those kind of players. They almost got 4th in 2016 to take Keller, and they tried last year to move up and get Pettersson.

What pick have we made that says we don’t want high end talent?

The one where we took the guy for his character, leadership, and NHL-readiness.

He may end up being a good player. He's far too young to judge. But nothing about that suggested the Rangers are after elite talent. It suggested the Rangers are after safety and "the right way" which they always have been.

There's always a bunch of negotiations going on. Your actual pick speaks louder.
But it shows they are targeting those kinds of players. It's just unfortunate the guys it appears they wanted (Glass, Petterson) were chosen before they had an opportunity to so they went for the next guy on their board, which was Andersson. The next "skilled guys" weren't guys they wanted

That guy with character, leadership and NHL readiness also happens to be very talented.

The next "skilled guy" should always be the guy you want.
