Lou might be tighter then the owners themselves !I don't think the Islanders could be an internal budget team and convince Tavares to stay. Plus they just went out and got Lou, who then paid Trotz, so I think they're willing to spend.
The owners just spent a lot of money to bring in Lou/Trotz and to make Snow and Weight go away (and presumably Lou wasn't going to another situation where he'd be hamstrung), I don't think money is going to be the issue with JT.
