In a vacuum, the moves themselves are great. Everything Sweeney should have done. The issue for Sweeney is these moves are an indictment on himself. He's admitting his own mess and cleaning it up.

Takes a big person to admit they were this wrong. Credit where due. But best to just avoid the mess to begin with.
