So it's all about money and team-player relationships - they've been hesitant to spend the former and have made a mess of the latter after the Mookie and Sale deals. They're in a bind and really need to break the idea that they're also-rans in the market, even if it means technically "overpaying" for a guy like a Fried or Burnes to open up the floodgates for future free agents.

They'll let themselves get outbid for every major free agent these days because they're only interested in adding elite or great talent from the outside to the team if they can get them for good player money. Red Sox ownership have willingly turned themselves into the Brewers, their reputation around the league has diminished and the fanbase is only going to care less and less. Maybe if they get bullied enough they'll throw the fans a bone once in a while but they just don't care anymore.

For what it's worth, the Sox have seriously increased spending on the player development side over the past few years. Part of the reason they their farm system is now so highly-rated. I don't think it's a coincidence that Roman Anthony and Kristian Campbell have had meteoric rises over the past two seasons.If they don't want to pay market rate for 30+ free agents, that's fine. It's smart business. But if they've decided they're out on those deals, then they've got to seriously increase their investment in draft and development resources, and increase their efforts to get their young players signed to extensions.
