Watching both of their careers I don't think he was. I think Moog was the guy who was more central to his team's success. But on a personal level, their Vezina votes:
Moog - 3, 5, 5, 5, 7, 7, 8, 8
Osgood - 2, 7, 10, 11
Individually no question it's Moog. Osgood does have the team success but is it better than Moog's? Granted he was the back up in Edmonton but not until the playoffs and even then he filled in nicely. 1984 he is on the ice the final three games. 1983 he takes them to the Cup final on his own. 1988 and 1990 two other trips to the final with the Bruins. 1988 he didn't play in as many playoff games though. Moog is at least close to being a HHOF goalie. Osgood isn't.
Moog played in the garbage 80s where there was like 3 decent goalies in the entire leagues. He sucked.
