Ignore Ra, he's presenting his own speculation as fact when in fact it's based on nothing at all.
As far as we know in regards to Nylander: insurance wasn't an issue, same with his willingness to play and health. Last we heard from Nylander is that he was going to talk with Leafs management about it, which happened at the same time as Dubas not being re-signed, and all that jazz.
So a logical presumption is that Leafs don't know what'll happen next to their team, if they want to trade Nylander or not, etc.
