He did not say that at all, for the record.
Read between the lines:

On Connor Bedard
If you didn’t know who Connor Bedard was, if you were living under a rock prior to the world juniors, you know who Connor Bedard is now. He’s obviously an elite player. He’s fast. He can shoot. He’s skilled. He’s competitive. He’s got a high hockey IQ. He’s a leader. He checks every box, so someone’s going to be fortunate to land him.

On Adam Fantilli
Fantilli, he’s a hell of a player. He played out of position on the right wing and he was bounced around the lineup a little bit in the world juniors, which for me was fine because you got to see him outside his comfort zone and how he responded.
Historically, he’s a center. I don’t know up until that tournament if he’s ever played wing in his life, but sometimes to put a national jersey on for a player you got to adjust your role and play. And for me, it was a little bit more exciting because you got to see him outside of that No. 1 center at Michigan, No. 1 center role with the Chicago Steel, even the No. 1 center role back at Kimball Union. So very good player excellent player.

On Leo Carlsson
He’s been on the radar for well over a year now, but his game kept growing. And obviously with Nik Blomgren and Mats Hallin there in Sweden, we got to see him a lot, and (general manager) Kyle (Davidson) obviously saw him over in October while we were there. So we’ve got a very good book on him, and he’s another one, he’s a really good player. He’s got size. He’s got quick hands. His head is always up wherever he is in the zone. And I don’t think people got a really true snapshot of him in Halifax because he missed one game with the flu, he was ill all week and did his best to play. So you know, the size, the skating, the head up, the hockey IQ, he checks all the boxes.

On Matvei Michkov
We get a lot of Michkov because we have (scout) Anatoly Semenov, who lives right there in Russia. So he’s seen Michkov play a lot, both when he was with SKA and now when he’s with Sochi, so he’s kind of dialed in on him. And myself and the crossover guys and actually (associate general manager) Norm (Maciver) and (senior advisor) Brian Campbell, they watch a ton of video on Michkov because we want to stay as current on him as possible.

Notice how there's high praise for Bedard, Fantilli, and Carlsson, but absolutely nothing said about Michkov. That's the diplomatic way of saying "I don't like him".

He's mainly talking about their world juniors play in every case....

Because that's around when the interview was conducted.

He could be bluffing too, hoping he’s available whenever the Hawks pick. You don’t know, neither do I.

Teams can’t unveil their cards. If a team consistently pick the guys they said the highest praises about, other teams can notice that. Maybe one year they do, and the next they pick a guy they seemed quiet about. They need to (or at the very least they should) mix things up a bit.

Michkov will fall. No bluffing required.

You'd be beyond naïve to think Kyle Davidson will take the risk of drafting a player like Michkov.

I'm sure he'll come to the NHL, I'm not even worried about that.

I look at the identity of the team that KD is trying to build, and Michkov isn't that guy. KD and Doneghey value prospects like Ryan Leonard. Not Matvei Michkov.

Then the PR situation is a whole other bag of worms. All it takes is Michkov, the face of the franchise, to say "viva Putin" or "down with Ukraine" or "gay people aren't human" and it's an impending shitstorm that the organization can't get away from.

It's wild that Kravtsov had a better draft year than Michkov, and yet Michkov is propped up as some Russian messiah.

Michkov's point totals aren't that impressive. The KHL is the weakest it's been in a long time. Scoring is way easier this year. It's up across the league. Competition is very low.

In Sochi, Michkov is playing way more than draft eligibles ever do just because his team is historically abysmal.

Michkov is averaging 16 minutes a game in Sochi. 16 minutes, in a league that is way worse than the AHL and SHL, and that's all he can do?

Kravtsov averaged 9 minutes a game in his draft year. The KHL was in peak form, competition included the likes of Ilya Kovalchuk. If Kravstov had more than double the play time, he'd have the same stats as Michkov but against better competition.

And Kravtsov POPPED OFF in the playoffs. Something Michkov won't do because he wasn't good enough to play for a contending team so he ran away.

MM has 2 more points than Kratvsov in 15 less games so far (relative to VK's draft year).

I know.

But he's playing more than twice as many minutes a night, and getting power play time. And the KHL quality of play is far worse now than it was then. And Michkov won't have the historic playoff run that Kravtsov did.

So yeah what Michkov is doing isn't as impressive.

Except getting that much ice-time as a draft-eligible in the KHL is impressive, in it of itself. And Michkov is over a PpG in the VHL and almost a GpG too.

For what it's worth Scouching was more positive talking about Michkov last week. He said in his viewings after the move to Sochi that he seemed more engaged all over the ice. He still had him at around 7, under Benson and Cristall and I think maybe Moore.

Because his team is historically bad.

Find me a highly ranked Russian prospect that played for a KHL team that bad.

There isn't.

Because all the top prospects play for winning clubs. Michkov did but he ran away from his club.

The winning clubs don't allow prospects to play that much.
