It’s not whether or not it’s a penalty, it’s a matter of when refs “select” to enforce the rules. Why do you think when a team is down a man on the PK they can essentially get away with anything.

If you think there isn’t rubberbanding in hockey with selective rule enforcement then there’s nothing to say. It’s very obvious.
