My half baked theory is he knows it’s a problem, doesn’t know how to solve it and is disassociating because he knows Rocky is likely to be fired.
I didn't consider that, but you're right. This is a great way for Torts to A) avoid work, and B) avoid responsibility.

Classic terrible boss. Does no work, blames others. Gets rewarded with a promotion.

A team that beats you over the head with the idea you build from the backend out — and that a 1D is the most important piece on a team — is categorically awful at evaluating (whether by talent, style, effectiveness) almost every single defenseman they’ve come across.

This bodes well for the rebuildtool.
Rundown on their D evaluations?!

-Ghost was so bad they had to pay to get rid of him
-Fisto was so good they had to pay an arm and a leg to get him
-Sanheim is washed, let's trade him for Krug
-Didn't know York was an NHLer until 1/4 into this season
-Marc Staal is worth signing in the year 2023. Also never scratch him.
-Developing Zamula is less important than winning games this season. Also less important than making sure Staal gets playing time.

What am I missing?

-Seeler is a core player who cannot be moved
-Yandle is good actually
-lets pay a boatload for TDA
-Hagg is excellent
-Provorov

Someone needs to ask them who their favorite defenders in the league are

Sam Morin is big and skates pretty well. Let's try him as a forward!

What am I missing?

-Traded an obscene packing for TDA and called him a top pair defender because he played with Slavin
-Signed Yandle as Ghost’s superior replacement
-Proudly declared they’d develop Attard as a Cernak-type
-Have spent 3 years drafting plugs because they had York/Andrae as their high end offense creators and don’t need more of those
-Everything about Provorov’s usage

***

Credit where credit is due, Walker has been a single positive addition……that they will destroy by re-signing him based on a career year.

The Good:
-Walker
-Trading Provorov
-Playing Seeler
-Trading for Ellis

The Bad:
-Playing Provorov
-Not trading Seeler
-Ghost trade
-Ghost usage
-Fisto
-TDA
-Yandle
-Hagg
-Morin at forward
-Sanheim for Krug
-Sanheim's usage pre-2023
-Victory lap on Attard
-Victory lap on York/Andrae and calling it a day
-York evaluation
-Staal

Yeah let's trust this team's D evaluations.
