Being you'd the team is not rebuilding does not mean that the GM has to bleed asset after asset trying to get better. Look at the Canes as an example.
The Canes missed the playoffs 9 straight seasons, blew practically all their high first rd picks, then hired Waddell.
(See below, turns out this was more luck than design).

Ironically, those years came under Rutherford and Francis, Rutherford then went to the Pens and engineered two SC winners.

Before turning Carolina into a loser, Rutherford built a team that won a Cup (after the lockout with a rested veteran team) and lost in the finals. Though in 17 years, his teams only garnered 100 points once.

"The deal was finalized on January 11, 2018, with Dundon becoming majority owner and having a 61 percent stake in the team, while Karmanos retained a minority interest.[29]

Dundon wasted little time in overhauling the Hurricanes' front office. On March 8, 2018, the team announced that general manager Ron Francis had been moved to the role of president of hockey operations.[30] However, Sportsnet reporter Elliotte Friedman reported that the "promotion" was likely in name only, noting that there were rumblings Francis and Dundon did not see "eye-to-eye".[31][non-primary source needed] Subsequently, coach Bill Peters resigned from his position on April 20, 2018,[32] to pursue a similar opportunity with the Calgary Flames (he ultimately replaced Glen Gulutzan as the Flames' head coach three days later),[33] and the Hurricanes officially fired Francis from the organization altogether on April 30, 2018,[34] leaving vacancies in both the head coach and general manager positions.

Early in the Hurricanes' search for a replacement general manager, it was reported that Dundon's salary offerings for the position could be prohibitive in attracting quality candidates.[35] Sportsnet's Nick Kypreos reported that the Hurricanes were offering "in the ballpark of $400,000 a year",[36] a fraction of the salary figures of many other teams' coaches,[37] let alone those of their general managers, who serve in a higher-ranking position. Leading up to Kypreos' report, candidates such as Nashville Predators assistant general manager Paul Fenton, New Jersey Devils assistant general manager Tom Fitzgerald, and Los Angeles Kings assistant general manager Mike Futa had all reportedly passed on the position.[35]

Ultimately, on May 8, 2018, the Hurricanes announced the hiring of former Atlanta Thrashers general manager Don Waddell as team president and general manager. Waddell had previously been serving as the team's interim general manager since the promotion of Francis. At the same time, it was announced that former team captain Rod Brind'Amour had been named head coach, after serving with the team as an assistant coach since 2011.[38]

I don't think he's been horrible, he's been mediocre, but so would be just about any GM put in this situation.
And we see the same bad moves all over the NHL, Hextall just overpaid Rakell, St Louis gave Schenn an awful extension, and so on.

How many owners are both smart enough and patient enough to say:
1) we're stagnant, let's take a couple years and reload
2) let's not chase a playoff spot at the TDL and grossly overpay
3) let's take a chance on a young and upcoming HC instead of a 2nd tier retread

I don't think most NHL GMs are stone idiots, I think a lot of times they're pressured to make short-term moves. The owners want bragging rights and seats filled, and lack any vision.
Their attitude is probably "apres me le deluge" because most will be fired in 3-4 years, so cross your fingers, hope things work out and you buy another year or two - and save every penny if you have any common sense.
He's been horrible. He hasn't won a single trade, has moved more draft picks for nothing, handed out bad contracts, has no cap space, and the team has gotten significantly worse since he took over.

Those aren't mediocre results, they're horrendous

devils fans calling it a win-win for them. Either they land the biggest FA in back-to-back summers (after hamiltion) or we get gaudreau and have a tough cap in the next few years + inevitably rebuild eventually. f*** nj lol. They get hischier, hughes, nemec, hamilton and possibly gaudreau and have a ton of cap still. f*** the devils

They have no choice but to sign Gaudreau. What are they selling otherwise to get fans back into the building? I doubt Gaudreau is even enough outside a couple of months, but without him they have Tortorella and a guy half the fanbase thinks is a racist. Good luck selling tickets with that.

Those type of fans would consider it playoffs or bust, that’s their bench mark of progress. You can fool them types with mediocrity as long as you make the playoffs. Even with Gaudreau probably a fair chance they could still miss the playoffs next year. Then what? Those types might be right back where they are before the signing.

Look how it ended for all four with their last GM jobs. All four completely burnt a hole through their pockets in capspace & assets on horrendous moves that didn’t even need hindsight. The most successful of the bunch in Lombardi got himself fired shortly after winning two cups because his unwillingness to make smart moves to get around the cap & extend his team’s window more. Even in the NHL where that type of success in one place usually buys yourself right or wrong some shelf & he still f***ed that up.

The same NJ fans who thought Subban and then Hamilton would turn their team around are totally fine not getting an elite winger even though they can offer the most money.

i don't disagree with Deadhead's overarching point in that Clarke, Holmgren, Lombardi are huge in mandating the overall direction and that Fletcher is basically implementing their vision.

However, Fletcher is still an incompetent idiot and I doubt he wants to do a proper rebuild

I can't even completely back that narrative of Clarke/Homer/Lombardi pulling strings because Fletch's behavior here is *consistent* with his tenure in Minnesota.

This is who Chuck Fletcher is and I'm never forgetting it when looking to direct my anger.

I think Cuck will ultimately cave and drop a 1st, maybe even another pick to that to ship out JvR to the Hawks. Why stop now with his idiocy? It would not make any sense.

The Devils getting Gaudreau, after accumulating a terrific young core and cap space, is *checks the sacred scroll* the Path of Maximum Pain.

I can’t even imagine how the Flyers would sell that or pivot to being “competitive.” So, morbid curiosity is swaying me……
i would hate to see it but man they would have such a promising next 5 years.

The only way they could successfully pull off this Ill-conceived “aggressive retool” and try to be even remotely relevant next season is to acquire a JG or better level player. We’ve known that at least since the wheels fell of last season. And they still managed to f*** it up. JG is practically falling into their laps for them, and there’s a real chance they can’t get it done. The winning million dollar lotto ticket to their stupid plan is in their hands, and they traded it for a stick of gum.

I don't trust Fletcher to eat a cheesesteak without managing to get it stuck in his urethra, much less successfully GM a team
